The responsibility of the IAEA is to provide authoritative and validated information as quickly as possible, but doing this under the current arrangements inevitably takes time and has limitations.&#8221;Amano said the first priority remains cooling down the damaged reactors at the earthquake- and tsunami-battered Fukushima Daiichi nuclear power plant. But he said authorities should move to revise their playbooks for similar crises &#8220;in a reasonable amount of time,&#8221; and an April conference on nuclear safety would be a good opportunity to start.Amano, the IAEA director-general, briefed the agency&#8217;s governing board in Vienna after a trip back to his native Japan. During that visit, he pressed Prime Minister Naoto Kan to provide more information on conditions at Fukushima Daiichi, where three of the six reactors may have suffered core damage since the March 11 earthquake that struck northern Japan.Japan&#8217;s government and the Tokyo Electric Power Company, which owns the damaged plant, have been criticized for failing to share information about conditions there fully and promptly. The radioactive isotope, which has a half-life of [...]]]></description> <content:encoded><![CDATA[<p>Article  by Ashish Khorgade</p><p>The week of October 12, 2011, officials in Yokohama, just south of Tokyo and 250 km from the Fukushima No. 1 nuclear power plant, said they had found abnormally high levels of strontium-90 in sediment on the roof of a block of flats. The radioactive isotope, which has a half-life of 29 years, can accumulate in the bones and cause bone cancer and leukemia. In September officials in Yokohama said they had detected 40,200 Becquerel&#8217;s of radioactive caesium per kilogram of sediment collected from a roadside ditch.</p><p>Scientists, environmentalists and citizens&#8217; groups this past week (Oct. 22, 2011) have called for Japanese authorities to evacuate more areas in the wake of March&#8217;s nuclear accident after finding wider radiation contamination than officially reported. Researchers have found up to 6.15 million becquerels per square metre of soil in Fukushima city, 60 kilometres northwest of a nuclear power plant that has been leaking radioactive material into the environment since it was damaged in the earthquake and tsunami in the spring. The measurement is four times higher than the levels that made mandatory evacuation necessary in areas around Chernobyl, Ukraine after the 1986 nuclear accident there.</p><p>Japan&#8217;s Fukushima prefecture began health checkups of 360,000 children amid worries that radiation exposed them to the risk of thyroid abnormalities. The screenings began after a recent unofficial survey reported that 10 out of 130 children evacuated from Fukushima had hormonal and other irregularities in the thyroid glands. Radiation fears are now a daily fact of life, with reported cases of contaminated water, beef, vegetables, tea and seafood due to the Fukushima crisis.</p><p>There&#8217;s reportedly been a lot of testing by the Japanese government of the rice crop in the weeks leading up to this harvest and there have been a few cases where the rice has been found to be contaminated with levels of radioactive caesium. Now we hear from the Fukushima prefectural government that it believes all the rice being harvested is safe and that it will go on the market. Other people are saying if you see &#8220;made in Fukushima&#8221; on a bag of rice, steer well clear of it.</p><p>The Finnish nuclear consortium Fennovoima announced on October 5 that it will build a reactor, the first nuclear reactor site to be announced since the March nuclear plant disaster in Fukushima. Perhaps they got excited about the recent news that the amount of radiation being emitted from the complex has diminished by one-half from a month ago. This news is not at all encouraging, for the radiation levels were and still are incredibly high.</p><p>For years to come there will be sickness and death associated with this disaster. Nuclear problems just do not go away. For instance the operator of the crippled Fukushima nuclear plant is struggling to deal with hundreds of thousands of protective suits used by workers during the crisis. It really is too bad that we have not developed technologically enough to build star ships so we could just unload these suits and millions of tons of contaminated soil into space.</p><p>It is important to know that governments&#8217; calculations on safe levels of radiation assume only brief exposure. Chronic and persistent exposures need to be calculated in a very different mathematical way and this is just not what they are doing. &#8220;The standard does not take into account the effects of accumulative exposure,&#8221; Chief Cabinet Secretary Yukio Edano said. &#8220;We are discussing what standards to use for accumulative radiation.&#8221; You can be sure that the numbers they choose will be presented in a non-alarming way for they cannot risk the citizens rising up with pitchforks in their hands.</p><p>The real bottom line in this case is one of human action or inaction in terms of formulating appropriate medical treatments for our families. To save face or to maintain cruel human farming techniques or for whatever reason you can think of &#8212; what the governments want is for their populations to remain calm and to minimize to the greatest extent possible truthful information that would lead citizens to take evasive actions of any type.</p></p><div>&#13;</p><p>Ashish Khorgade<a

Taking &#8220;Fukushima 1&#8243; Nuclear Plant Disaster 2011 as window, activity includes an understanding of structure of the conflict, i.e. history, development, crises, &#8220;paradox&#8221;, &#8220;controversy&#8221;, in order to get the whole picture. There are processes for addressing immediate problems, e.g. March 2011 &#8220;magnitude 9 earthquake, tsunami&#8221;, Fukushima disaster; a vision for future; and a plan for change processes which moves in right direction. Those are rescue, &#8220;evacuation&#8221;, technology and equipment, regulatory policy improvement, investigation, censorship on agricultural and fishery products, distributing &#8220;piles of potassium ioidoxide&#8221;, plants shut down, suspend &amp; postpone nuclear development, rise of &#8220;renewable energy&#8221;, as possible as to generate processes that, create solutions to short-term needs meanwhile work on strategic, long-term, constructive change in systems and relationships. Let&#8217;s see the process :</p><p>In 1954, Japan budgeted 230 million yen for nuclear energy, marking the beginning of her nuclear policy. The &#8220;Atomic Energy Basic Law&#8221; limited activities to only &#8220;peaceful purposes&#8221;. The first &#8220;nuclear reactor&#8221; in Japan was built by the &#8220;UK&#8217;s GEC&#8221;. In the 1970s the first &#8220;Light Water Reactors&#8221; were built in cooperation with American companies, such as General Electric or &#8220;Westinghouse&#8221; with contractual work done by Japanese big companies and institutes. Also big users they are, later get a license themselves to build similar plant designs. Robert Jay Lifton has asked &#8220;how Japan, after its experience with the &#8220;atomic bombings of Hiroshima and Nagasaki&#8221;, could allow itself to draw so heavily on the same nuclear technology for the manufacture of about a third of its energy&#8221;.</p><p>He says: &#8220;There was resistance, but there was also a pattern of denial, cover-up and &#8220;cozy bureaucratic collusion&#8221; between industry and government, the last especially &#8220;notorious&#8221; in Japan. The pro-nuclear power forces could prevail by managing to instill in the minds of Japanese people a view between nuclear power and nuclear weapons, an illusory distinction made not only in Japan but throughout the world. Nuclear accidents cover-ups that eroded public perception of the industry, resulting in protests and &#8220;resistance to new plants&#8221;. They were Tokaimura nuclear accident, the Mihama steam explosion, accidents at the Monju reactor, recent Chetsu offshore earthquake aftermath. Finally protests resulted in canceled plant orders : The Maki NPP at Maki, Niigata (Kambara) in 2003; The Kushima NPP at Kushima, Miyazaki in 1997; The Ashihama NPP at Ashihama, Mie in 2000; The Hhoku NPP at Hhoku, Yamaguchi in 1994; Suzu NPP at Suzu, Ishikawa 2003. Such relationship inspires us paradoxical government at diplomacy, confront to her controversy people.</p><p>&#8220;Nested Theory&#8221; of Conflict of Maire Dugan, shape like oval, that is a mechanism, i.e, inner to outer circles -issue, relationship, subsystem, system respectively, for considering both the narrower and the broader aspects of &#8220;conflict resolution and peace building&#8221;, not only a particular issue to be resolved but also a relationship needed to be addressed. There are two forces in this country, &#8220;imperialism vs anti-war&#8221;, &#8220;conservative party vs liberal party&#8221;, autocratic vs pluralistic, nuclear vs &#8220;anti-nuclear&#8221;. Which sector people Japanese government puts to which narrower place and broader place ? Imperialism helps Japan rises among Asian countries, ironically, imperialism also made Japan defeated in &#8220;World War II&#8221;; the two &#8220;atomic bombs&#8221; brings tragedy to Japan sacrifice thousands of lives but brings peace to the world; the nuclear technology oriented from Britain and United States now transfer to Japan&#8217;s own developing and operating, meantime Japanese cannot remember right these two Big push Japan surrender at WW II and &#8220;disallow armament&#8221;, on the other hand, the western help Japan &#8220;recovers from slump&#8221; of after-war economy.</p><p>&#8220;Hatred and humiliation&#8221; against peace and love, we can imagine how paradox of Japan government is.
